Launch of the Consultation procedure on the proposal for the revision of the Airport Charges 2024-2026
Legislative Decree 24/1/2012, no. 1, converted with law 24 March 2012 no. 27, implementing Directive 12/2009/EC on Airport Fees, assigns the Italian Transport Regulation Authority (hereafter, ART) the tasks of economic regulation and supervision, including approval of tariff systems and levels of Airport Fees.
On 9 March 2023, ART published new tariff guidelines regulating the determination of the tariffs for the services offered exclusively by Airport Management Companies and the process of sharing the tariffs with the Airport Users.
The Company Ge.S.A.C. S.p.A. (hereinafter referred to as “GESAC”) entrusted with the total management of the Naples-Capodichino and Salerno-Pontecagnano Airports, began the process of redefining the Naples airport fees for the 2024-2026 period, with 2019 being the Base Year and 2020, 2021, 2022 and 2023 being the Transition Years, drawing on the provisions of the “Guidelines for the Regulation of Airport Fees (hereafter referred to as Guidelines) issued by ART, Annex A of Resolution 38/2023.
The reasons for which the updating of fees is required are reflected in the investment policy that the Airport Management Company has undertaken and intends to undertake for the regulatory period 2024 – 2026.
The aim is to improve airport infrastructures by offering Users of Naples Airport an ever-higher quality of facilities and services, raising current standards to ensure a highly distinctive customer experience. The airport development policy will be oriented in a sustainable way both from an environmental and safety point of view, according to the best standards for airport operations.
In accordance with the provisions of point 6 of Guidelines, on 22 October 2024 GESAC notified ART of its plans to launch a User Consultation for Naples airport on 21 November 2024 regarding the proposed revision of Airport Charges for the 2024-2026 Tariff Period.
With the notification published by ART on its own website on 14 November 2024 (https://www.autorita-trasporti.it/indice-delibere/) the User Consultation was formally opened.
In order to provide Users with the useful information on the tariff determination procedure, in accordance with the provisions of point 7 of the Model, the "Consultation Document" has been published in a special reserved area of the institutional website of GESAC Naples Airport, containing the following information:
duration of the tariff period, defined in accordance with the Intervention Plan and with the Quality and Environmental Protection Plan approved in technical terms by ENAC, and presumed date of its entry into force, taking into account the need to make public the charges and fees no later than 2 months before their entry into force, in accordance with Article 6.2 of the Directive.
Illustration of the proposed airport charges revision, its motivations and its main impacts compared to the existing charges.
List of airport charges and fees in force at the Consultation opening date compared to the proposed new charges and the percentage variation, also attached in a computer-processed form.
Dynamic of airport charges and fees proposed for the tariff period.
Description of how the methodology for calculating the airport charges envisaged by this Model was applied, highlighting the main parameters used.
Illustration of the annual efficiency improvement mechanisms and objectives proposed for the tariff period, and respective impact on operating expenses, in accordance with what is stated by the Model at paragraph 10.1.4.
Illustration of the proposed traffic risk sustainability threshold, explaining the Y parameter (expressed in percentage points referring to the service units accrued compared to those estimated ex ante), for the purposes of applying the traffic risk mitigation mechanism.
Explanation of parameter Z (expressed in percentage points), for the purposes of applying the profit-sharing mechanism.
Cost allocation criteria and methods –for individual regulated product and for the set of unregulated products, not pertinent and relating to incentive-based activities – of the interventions included in the Intervention Plan.
Illustration of any simplification and consolidation proposals of the regulated products, performed on the basis of the Model at paragraph 11.2.
Illustration of any price cap proposals, performed on the basis of the Model at paragraph 11.3, highlighting: (i) the reasons for the caps; (ii) the criteria for remodulating the tariffs of individual products; (iii) the unitary charges arising from the application of the cap, both before and after the tariff remodulation.
Illustration of any breakdown proposals of charges, performed on the basis of the Model at paragraph 11.1, taking care to provide evidence of the criteria adopted for the breakdown and the charges in force when starting the consultation together with the charges both before and after any breakdown variation proposals.
Illustration of incremental costs expected in the tariff period, in application of legislative and/or regulatory provisions.
Illustration of the methods of using any Notional Items, in application of the measures indicated at paragraph 10.7.3, also with reference to any Notional Items that the Airport Managing Company intends to transfer to subsequent regulatory periods and to the respective percentage compared to the operating expenses admitted in the baseline year, in accordance with point 6, letter a) of that paragraph.
Illustration of the treatment of the commercial margin (CM) indicated in paragraph 10.8.
Furthermore, the supporting documentation provided for in paragraph 7.1.1, point 3 of the Guidelines was made available to Users.
Launch of the Consultation procedure on PRM Fees year period 2024-2026
At the same time as the process of revision of Airport Fees has started, GESAC has initiated the Consultation procedure on the corresponding PRM Fees at Naples Airport for the period 2024-2026, in order to keep tariff review processes aligned and provide Users with an overview of the charges.
In accordance with the provisions of the Enac Guidelines LG-2018/001 dated 09 August 2018, published 03 September 2018, the PRM Consultation Document, for the year period 2024-2026, available to Users through Company website, contains the following information:
detailed statement of PRM fees, reconciled with the simplified version of the certified regulatory accounting records, showing the year-end figures for units of service, revenues and eligible operating costs and capital in detail;
final fee proposal for PRM compensation, to be applied to the year under examination, possibly with adjustment of the fee;
illustration of the criteria used to identify the drivers for the allocation of indirect costs and the methodology (distribution key) employed to charge through general costs;
eligible year-end level of net invested capital pertaining to PRM fees, minus the credit-debit balance;
forecasts of the service units for the year under examination (departing passengers minus exemptions under the law);
information on the level of service offered and the standards of quality that the Airport Management Company must pursue for all phases of the service, as per Addendum 1 of the ENAC memorandum JAN 02 B, plus specific quality indexes/goals for PRM service included in the Quality Plan approved by ENAC;
indication of the procedures for performing PRM service (directly by the Airport Management Company or outsourced);
information on the labour component and the number of annual employees (FTE) assigned to the PRM service, and their costs;
list and number of the main infrastructures and equipment used to carry out the PRM assistance service;
indication of the number and types of yearly assistance, based on the classification given in Section 5 (5.2.2) – Facilitation of the transport of persons with reduced mobility- ECAC Doc. 30 – Part I – 11th edition/December 2009- Amendment no. 2.
Method for accessing the documentation
All documentation concerning the proposed revision of Airport Fees and PRM Fees for the 2024-2026 tariff period is available to Users for the entire Consultation Period.
In accordance with Guidelines, Users can obtain information, clarifications and explanations and/or access the documentation regarding the proposed revision of Airport Fees by using the following instructions:
- Send an e-mail request to the address finance@gesac.legalmail.it with the subject “Documenti di Consultazione” together with the confidentiality form (download here), duly filled in and signed;
- Wait for an e-mail with personal credentials to insert in the appropriate window of this section to access the documentation ( Naples Airport reserves the right to refuse to send the aforesaid access credentials in justified instances, for example to Users who do not qualify as interested parties).
- For information and/or clarification of any kind, send an e-mail to the address finance@gesac.legalmail.it no later than 10 January 2025.
Please note that in view of the Christmas break, requests for access to documentation and any written comments and/or requests for further information received after 20 December 2024 will be processed from 2 January 2025.
In accordance with Guideline measure 1 no. 37, Airport User shall mean any natural or legal person that transports passengers, post or goods by air, to and from the airport considered of interest.
Public Hearing
In compliance with point 6.4.2 of Guideline 2, the Public Hearing for Users has been set for 16 January 2025, at 10:30 am, in the Meeting Room on the Fourth Floor of Gesac Headquarters (ex Atitech Building) Viale Fulco Ruffo di Calabria, cross street Viale NATO, Capodichino Napoli. In the same session, following, will be discussed the proposal on the PRM fees, according to ENAC Guidelines LG-2018/001.

the reporting of any shortcomings recorded relating to the capacity, functionality and equipment of existing airport facilities, deemed to have a significant impact on the overall functionality of the airport, on operational safety and on the service standards provided to passengers, baggage, aircraft and goods;
Proposals (if any) for variation/sub-categorisation of the currently regulated payments.
Any information and/or data that arrives after the indicated deadline will not be considered under the Consultation Procedure.
